Does it really take 90-120 days for SEO changes to really take effect? earn by blogging adsense income

An agency I work with says that it takes 90-120 days for SEO changes when a website is redesigned to really take effect because that's how long it takes for Google to completely crawl the site and make those changes. Is this accurate?
