Search suggestions, location based? earn by blogging adsense income

I wanted to ask if the suggestions given in GOOGLE SEARCH or YOUTUBE SEARCH are based on the country you are in?

Also if the language of your operating systems makes any difference. I need to research terms in both English and Spanish.
