Will having my domain "under construction" for a year make it harder to start ranking? earn by blogging adsense income

So I've had a domain for over a year that I've just had an "under construction" page on and nothing else.

Now I'm finally ready to start writing blogs and articles and ranking for keywords.

My concern is... will Google penalize me for having an inactive domain for so long, or is it basically the same as if I was starting with a brand new site?

Will I be penalized in a way that it'd just be easier to start over with a new domain, or should I just go for it with my current site? I really like the existing URL and it would be a shame to waste it.
