Basic SEO Questions earn by blogging adsense income

Hello Everyone ,

I know some basic SEO fundamentals and I need your advice on the following. I want my portfolio / personal site to rank higher so I can have potential leads. I mostly do graphic design : logos , UI , icons and creating static webpages using css html and javascript.

I'm contented on how my site looks but I feel that the lack of content would be back for SEO. My old wordpress site ( same domain ) , had lots of design articles and backlinks. Since my design blog is no longer "niche" , and encountered some problems with my wordpress and isp , decided to have a complete restart and deleted everything. New site is made in bootstrap now.

1. I do not want to rank higher here locally since the pay for design services is low, how can my page rank higher on specific cities / countries who pay logo designers more ( let's say New York for example ). Do I need to write more content ? Pay google or facebook ads ? Or start writing design tutorials or submit design assets again ?

2. What are your thoughts on sites like teespring and using paid ads to drive customers to your store page. Does this really work ?
