basic: keyword stuffing? earn by blogging adsense income

Not sure if this is an actual concern.

When google crawls your website looking for relevant keywords does it count the specific words within phrases as separate keywords? Just as example: Target keyword is "best women's white golf shoes". Does google now count all the different words and phrases within this long tail as being keywords on their own? Like "shoes", "golf shoes", "white golf shoes", "women's white golf shoes". And if so, do you get penalized for using those words and phrases too much (keyword stuffing) if they appear in your content while describing the "best women's white golf shoes"?
