Local SEO and Gateway Pages. When is your service area pages too much. earn by blogging adsense income

Have a client who is paying me to help them manage their site. They have a localized business but it’s services are in multiple counties and dozen of cities. They want an individual page for each city and county that says basically that their services are offered there. They have this idea that it helps them rank. I think it is actually hurting them. I feel like it is what google describes as Doorway Pages. Am I wrong in this assumption?
