People inside targeted location, searching outside targeted location. Is there a fix? earn by blogging adsense income

I hope I can communicate this well enough.

Example. An automotive shop.

Through Google Ads I target location "A", but at times people within location "A" will search for the car repair outside of "A". Is there a way to fix this? It's not been a single location, it's been everything from a few towns outside the location, to towns in another state.
