Site structure question: Changing from categories to pages earn by blogging adsense income

Hi all. I'm consulting with a client whose website has outgrown its hierarchy a bit. Currently, it relies on tags and categories for menu structure, but because it's grown beyond just the basics (it's a news site) keeping things nice and together is becoming a problem.

So I want to create "landing pages" for the main sections. Using pages to create the structure, for say,

Soccer > League name > news > fixtures > results - ect

For a few reasons, the pages are more useful for fair stagnant content, like the fixtures and results and allows for a bit more design flexibility than the layout compared to using tags that are not hierarchiarl.

Thing is, some of the tags and categories do already rank relatively well. Of course I'll remove these from indexing slowly (to avoid duplication and the site competing with itself for rank), but does anyone know if there will be problems with the structure if I slowly implement this switch?
