buying domain for my last name earn by blogging adsense income

I would like to buy the .com domain related to my last name. It's 7 letter. And in my country (italy) is not a really popular last name.

It doesn't have a related popular 'keyword'.

It is currently a 'parking page' saying that it is for sale.

What is a acceptable amount of money I should offer for it? What's the best strategy to deal with the seller?
