Creating a new website to rank for a certain niche or piggyback of existing website? earn by blogging adsense income

Hey All!

I've got a client that is wanting to start ranking higher for a certain niche in our local area that is outside of their main products, but loosely related.

Example: Their main product is cigars, but they also sell bourbon. While they want to still focus on cigars as their main product, they also want to start ranking really competitively in a big city for bourbon as well. (This is not the exact client scenario, but pretty close)

They have a great website for cigars, but don't rank anywhere for bourbon. Would it be better to create a new website entirely with the focus being all on bourbon sales or would it be best to piggyback off their current website's presence and start to optimize it around also ranking for the additional product?

I'm leaning towards creating a specific page on their current website strictly for bourbon and then also optimizing the rest of the website content to include bourbon short and long tail related keywords, but the idea of creating an entire (albeit small) website dedicated to their bourbon sales and optimizing that to rank in a small but competitive niche in a bigger city keeps popping into my head. Thoughts?

Any help would be much appreciated! Thank you for any insight you can give!
