Is it bad to create similar pages for a multiple cities? earn by blogging adsense income

My company is based near New Orleans. Our service radius is basically 300 miles. I’ve created UNIQUE service pages for about a dozen of the largest cities. Can this hurt my ranking? Is there a better way to get noticed in different cities instead of creating individual pages for each city (list of cities, footer)?

I’ve noticed my competitors creating duplicate content and simply changing the city name in headings. Bad, right??
