how hard is it to rank locally for a small business? earn by blogging adsense income

Hi.

I want to help bring my parent's business more customers. Is it worth it to learn seo to help them or is hiring a professional better?

As of now they do not have a website yet. I prefer to do it myself as they're kind of old and don't see the value of ranking high on google.
