If you were ranking a site from scratch what would you do and in what order? earn by blogging adsense income

It’s a local service business. I want my business to stand the rest of time, the domain is about 2 years old but with the value of SEO I want to build a strategy that will show results.

• should I only build links through Guest Post Outreach?( I’ve experimented with this and I have been able to get 3-5 links in the last month).

• on-page is somewhat done

• GMB is verified and I’ve built citations through bright local.

- I’m getting some small wins here and there I just want to know if I’m on the right track, any advice would be much appreciated.
