Why can't I get into the local Google Three Pack? earn by blogging adsense income

Hello everyone!

I've been trying for months now and I can't seem to crack the code here. I'm a photographer and I'm trying to get my business to show up in the local three pack. I have 17 five star reviews, my DA is 15 and my PA is 22. All of my business address details are consistent across platforms and business listings on various websites. The three people currently in the three pack in my area have 28 reviews, 1 review, and no reviews. My DA is higher than two of the three. The search term I'm trying to rank for is "Reading PA Photographers". Can anyone help me? Thank you in advance!
