Copied Content Issue earn by blogging adsense income

Google penalizes for copied content on your service website, right?

It's a regular practice and I was checking for copied content via CopyScpae and found a lot of websites who have copied my websites' content. The content was used by both competitors' websites as well as User Generated Content like Quora answers. This is a regular thing like, every time I check for copied content, I always find some new websites with my websites' content on theirs.

Now my main concern is how does Google know whose content is original and whose content is copied and whom to penalize. This has been bugging me for a while now. Would really appreciate your opinion on this.
