All users are now OWNER in google search console? earn by blogging adsense income

I woke up to an email from google this morning saying:

The following users were recently granted the increased permission level owner for the Search Console property https://www.mysite.com 

I can't manage these users, or delete them. What has happened? I haven't made any changes to the website?
