To what extend will this hinder me?

Should I make a brand new Paypal on my old name while I wait for the bank to verify and update my details? What other things should I consider to overcome this obstacle?
All my legal documents are on my legal, new name. The name on my bank account is still my old name.
Has anyone ever encountered a bizarre situation like this? I don't have access to my old PayPal so I'd have to make a new one.
