How is this site ranking so high? earn by blogging adsense income

I cannot for the life of me figure out how this tiny site is ranking so high.

I was doing research for a client (small, local service company) and I found another small local company that is ranking very high for some very competitive keywords. I wouldn't think too much about it but it is also ranking well above some very large and/or national companies with local branches.

I looked into their keyword rankings in SpyFu and SEMrush and both indicate that they basically went from nothing to like 2k keywords in one month (February of this year). I did Screaming Frog to see if there were a bunch of internal pages I was missing but they only have 9 pages total (no blog either). They have a keyword rich/city specific domain name and city specific title tags, but nothing that other competitors aren't doing. SEMrush says they have almost 3k backlinks, but they all seem like shit SEO listings.

What am I missing? I've been doing SEO / digital marketing for 8 years and this has me feeling pretty foolish.

Any help or advice would be appreciated!

edit: and I realize they may be doing something shady that will knock them down a few pegs pretty soon here, but I can't figure out what would allow them to rank so high beyond the backlinks?
