Commas vs dashes for naming pics on a web site photo gallery page. earn by blogging adsense income

I have some image gallery pages on our site. Right now I title the images using the comma separated format convention "name, city, state". My boss wants to re-title all the images to the format "name-city-state". My gut feeling is that the "name, city, state" format is easier for the average person to read and thus is better for SEO. Commas better for SEO? Dashes better? Doesn't matter? Thanks! Cheers,
