Why my store is closer to searcher, but not higher in rankings earn by blogging adsense income

I work at a car dealership and we are trying to reach counties that border our town and PMA. I went into geolocation on chrome and put in one of the towns we want to reach and there are dealerships that are 40 miles away ranked higher than my dealership which is 12 miles away.

If it is not distance, what could it be? I thought info on website but none of the dealerships ranked above mine mention the town I'm searching from, etc.

Any info would be great.
