Privacy Policy Traffic - Is it hurting? earn by blogging adsense income

One of my clients gets most of their traffic to their privacy policy page. In part, because it is linked on the subdomains they setup for clients. The bounce and exit rates are 93%. Onsite time is 3:32

My question is, because the bounce and exit is so high, is this hurting relevancy? Would it be better to make that page noindex since the bounce/exit is so high? Some of their client sites/subdomains could appear spammy/low quality too. Should I disavow all of that stuff too?

When I say a lot of traffic, it's the #1 page by a lot. 26,000 views a month.
