How do I hire a quality SEO, Developer, AdWords consultant earn by blogging adsense income

I have a custom woodwork business and I need to hire someone to help maintain and improve our website to grow our business. I see a lot of snake oil salesmen in this space and I'm worried that I will pay a little of money over 6 months and get no results. I know it can take time to get results but how can avoid over paying for poor service?

My needs include;

1. Update, add to and improve our current WordPress site for better SEM / SEO. (It is built on a theme I bought.)

2. Add landing pages, setup and manage AdWords campaigns.

3. Develop new sites for niche products.

4. What is the best pay to contract for service? By the hour or milestone? Monthly?

5. Is it best to find a firm? Small or large? Or find a freelancer on Upwork?
