Is a dodgy backlink profile evidence of PBN use? earn by blogging adsense income

Excuses if this is a basic question (new to the game).

Just browsing some sites on SEMrush and was looking at backlink profiles. Trying to get my head around PBNs.

Example, a site with 400k in organic search volume, very legit site etc.

But their top 5 refering domians (with multiple 1000's of backlinks are just dorment pages/clearly nothing to do with their topic). They also have some backlinks from some great authority sites, huff post, usa today etc.

My question is, what are all these garbage sites with thousands of links to the main site? Is this evidence of PBN use or am I totally off the mark?
