I get great scores on speed test sites, but site is still slow. Time to switch hosting? earn by blogging adsense income

When I run my site through speed tests such as Pingdom, Gtmetrix, etc... I get good scores for my performance. However the time it takes for my site to load is still pretty long. Would this be a hosting issue? Most of the issues that the speed test sites give me have perfect scores so it can't be those. I currently have Bluehost VPS hosting. What is the best Wordpress hosting?
