I want to pay for referrals/sales entrepreneur how earn by blogging blog

I want to pay $25 for a lead that closes, $50 if someone closes the sale for me.

My website is not wordpress (so i cant use a plug-in), I currently have a paypal button for making payments, or I use stripe for sales I close over the phone.

My site is very basic, I cant add custom html or anything.

So lets say someone in the tech industry says, sure, my buddy, needs this, or, yeah, I know a ton of websites that need this, how would you market it? How would you track it?
