Advice on using a phrase someone said on a t-shirt? Can't quite sort out if it's ok or not. entrepreneur how earn by blogging blog

I recently happened across a 10-year-old article in which a person is quoted by a second party as using a funny nickname to refer to a city.

I'd never heard it before, and I think it would be great as a t-shirt/city proud sticker.

I did a search for the phrase and didn't find it anywhere else, but it uses common words. Imagine it something like "purple pony trip" that if you're in the know makes sense and refers to the area.

Where does something like this fall under copyright?

I'd appreciate any advice and insight you have to share.
