Need advice for my new taxi website earn by blogging adsense income

(Sorry for bad English.)

For years I was the co-owner of a taxi company. We were ranking for the 1-3 place on a lot "taxi+[city]" keywords.

After a fight with the other co-owner, I decided to open my own taxi company. Business is going well (people know me and call me direct), but I don't know how to score on Google with my new website. I did on-page optimalisation and made a page with 200-300 words for every "taxi+[city]" combination, but now I'm stuck and the website is not ranking higher.

I don't have the budget to give $1000/month for a SEO specialist. What is the best thing I can do now?
