A client's english site ranks on Baidu instead of the chinese one. Is there a canonical I can use that says "this site is what Baidu should focus on" ? earn by blogging adsense income

Or should I use a UTF or other language parameter instead?

Whats the efficient thing to do here?

(PS meta tags, headers etc were un-optimized to hell so that will be fixed as well)
