Using keyword rich domain for traffic earn by blogging adsense income

So I own a neighboring towns townwebdesign.com domain and those search terms are HIGHLY HIGHLY competitive to some local competition.

Would setting up a keyword rich website up on townwebdesign.com while forwarding the main goals to my legit site hurt me in any way? I plan on making it clear "We are now Clemson Web Design" but want to utilize the domain for the "town web design" specific keywords.

I have no doubt I can get the townwebdesign.com site ranking for the relevant keywords. Maybe even setup a PO box and get ranking locally. I'm physically only about 20 miles away.

What do you think? Am I breaking any SEO/Google rules by doing this? Definitely dont want to hurt my main sites rankings.
