Analyzing competitors' content and getting a better ranking earn by blogging adsense income

I'm new at SEO: only a couple of months as experience in linkbuilding. Now, my job is to create sites in a specific niche and be responsable for the content to generate more traffic.

For this specific country, I had to do some research: find the best ranking keywords in said niche, analyze (top) content pages. Afterwards, recreate said content: hire freelance copywriters, give them topics to write about, have top keywords for that topic in your text etc. etc.

My issue is now paralysis by analysis: I have like 40-50 sites (chose a couple of keywords, took first 10 in the SERP), I have their:

*traffic *most visited pages *top keywords *my own descriptions of the site's functionality and what it's focused on

Next step is to get content written: where do I start? I made like 5 tasks (test jobs for copywriters), but if that's done, I don't have the silghtest idea why that content is the best and not the other.

Which keywords should I choose to integrate into the text? If I analyze the site, the keywords are scattered, if I analyze a topic, the keywords don't make any sense, and integrating them into the text seems weird.

Basically I'm a bit overwhelmed by this task: how do I decide what content to prioritize and how do I understand why these keywords are the best?
