Is this blackhat? earn by blogging adsense income

It's pretty common to have a client get a re-branded domain, and redirect their old site to the new one.

I'm thinking of creating a "pen" of Local optimized sites, so that when a client comes on in that region, I can redirect the (probably 2nd page) domain to their site, and push the new client's site up.

The idea being DA 1 + DA 1 = DA 2

I've been told this is blackhat, but when you consider how normal redirecting an old domain to a new one is, I don't see how it could be an issue.
