Mobile vender rental business permits (San Diego) entrepreneur how earn by blogging blog

So I'm working on starting a mobile rental business. Basically I park a car with an attached trailer that contains surfboards, paddle boards or kayaks. From then on it will operate like dockable bikes. With an app based unlocking/locking system. What I'm stuck on is I can't figure out what type of permit I will need to apply for to perform street vending. I know its legal to do as I've seen mobile IV trucks (this comanpy http://ivlift.com/) in the area I want to launch the rental system. From http://docs.sandiego.gov/municode/MuniCodeChapter05/Ch05Art04Division01.pdf it states "No merchandise or services shall be sold or distributed or offered for sale or distribution, whether from a vehicle or otherwise, upon public property without the authorization of the public entity."

Which basically says I need the public entity aka city to allow me to do it which I assume is apply for a permit and hope they allow my to conduct business from a parking spot. Has anyone here launched a mobile business and know what types of permits/licensing that was needed from the city?
