Does Google interpret scrollspy as a table of contents or do you have to add an additional table with a different structure? earn by blogging adsense income

I'm trying to enrich SERP's with "Jump to" links. What I've come up with so far is that I should add a table of contents to the website. The thing is that I already have a scrollspy that has a very similar mechanic and does the exact same thing from the users point of view. Will it be interpreted as a legit table of contents by Google?
