Has client chosen the wrong SEO expert? earn by blogging adsense income

Web developer here and not an SEO expert - looking for some quick advice/confirmation of my suspicions.

Backstory - A previous client (industry is road surfacing) was wooed by a person claiming to be an SEO expert who subsequently got their business. Fast forward three months and the client is coming back to me with concerns that it isn't quite working and can I have a look at the campaign they have been running.

Campaign - No onsite SEO has taken place, the SEO expert has never installed any analytics on the website and doesn't have access to any statistic data collected by the default server application in use (AwStats).

The SEO expert is working on building backlinks, which is where I am having concerns. The client works within the Road Surfacing industry, so I'd assume the best process for SEO would be to get relevant backlinks from other sites in the same niche?

A quick summary of the campaign includes:

• The SEO expert has created user profiles under the client business name on sites such as Tumblr, VoxMedia, Imgur, etc. entirely unrelated sites, which I feel is spammy.
• The SEO expert has written one article (in 3 months) which has been identified as a rescraped and reworded article from elsewhere which was published on reddit and tumblr, then both those links are being posted in random subreddits, such as r/news

Other than that there doesn't appear to be any other work being carried out. Looking at the web stats, traffic has dropped by around 100-200 unique visitors per month, no increase in sales or potential customers making enquiries.

I have spoken to the SEO expert and they are claiming that everything is running well, the SEO work is all above board and is working as intended. My concern is that the campaign is a bit spammy/black hat and will end up doing more damage to the client in the long-term rather than any positive impact for their business.

Am I correct or am I wrong? Any advice on good SEO practice or why I'm wrong (and vice versa) would be appreciated. Thanks!
