Finding business partners in Europe entrepreneur how earn by blogging blog

So, I am in process of brand creation and my online store, but i would like to also have wholesale. My question is: how can i find contacts (e-mails) for small stores in EU countries. I was thinking of scraping google maps for shops and sending cold e-mails.

Is there some kind of yellow pages ore business directory for small business owners for entire EU or for each EU country?

Also if anyone have better idea for finding business partners I am listening.
