Any Suggestion for Mass Email Sending/Tracking Software? entrepreneur how earn by blogging blog

For my startup business, I am looking for a software to store customers' contacts, and bulk email sending/tracking. I need a software (one time payment not monthly charged) to install on my computer not an online service. BC, I like to own my database and have full control over it. Any suggestion about different software, their limitations, pricing,... ? Thanks for sharing your experience,
