One-Time vs Outgoing for a very small client website? earn by blogging adsense income

When providing SEO services for a client with a very small website (5-6 pages) would it be better to just charge a one time cost or should it be on-going? There is no doubt SEO is a journey, not a destination (aka an ongoing process) and would guess it'd be better to go with ongoing, but honestly, for a site like this client, there's only so much you can be updating on a regular basis.

It's just a home page, one product page, a page talking about the features/characteristic of the product in-depth, feedback page, and contact us page. Of course, I will try my best to perfectly optimize all of these pages and ensure regularly that nothing is wrong with the site from a technical side, implement schema where applicable etc. but honestly all of this could be done within such a short time frame and after that, I feel like the on-going process would just consist of monitoring/maintaining the health of the website, link outreach, and that's it.

I don't think it'd be right to charge the client on-going for hundreds of dollars every month (who is especially a small business with a somewhat strict budget, whose sales have been declining over the years. only gets like 40-50 sales a month), and he's competing in a industry where for the most part, big retails/brands are dominating. plus, the downside is that he's literally selling only product.

You can picture it like this - think about having a small client that sells just hockey sticks. he'd be competing with high authority brands that sells not just hockey sticks, but all types of hockey equipment including gloves, skates, nets, balls, etc. this is the type of client I am working with.

In this type of situation - is it better go with one-time SEO or ongoing SEO? i'm sort of stuck as to which direction to go to.
