If I am buying $300 worth of merchandise from Alibaba, and it is shipped DHL Express, will I receive a bill for custom duties from DHL?

Or does the supplier pay that when they print a shipping label?

Or should I create a DHL account and contact them when it arrives in the USA and pay?
