Do I need to disavow even if I didn't receive a warning? earn by blogging adsense income

Hello,

I'm trying to up my domain authority. It's been stuck at 4 for a while. I've done everything I can to try and increase it: focusing on quality content, changing link structures, and the like.

I've then noticed that there's a large list of websites that just look sketchy that are back linking to my website. So I want to work on a disavow list right now.

But before I actually go ahead and disavow those sketchy links, I just want to be sure I'm not getting ahead of myself. To put it simply: I'm not sure if these links are the culprit.

Does Google penalize you without telling you? That is, if these links were in fact the culprit, would Google notify me?
