Public blog network penalty? earn by blogging adsense income

Hey folks,

I'm creating a series of websites targeting keywords for local SEO. Before I start throwing links to my other websites in there, would there be a penalty for having

1) A link back to our main "agency" page, agency used loosely

2) Links to other pages in our network in the footer, something like "Part of the [blah] network" with a bulleted list to other services

The sites will be hosted on the same server.

I'm not trying to create a private blog network, it just might start to look like one though.
