How does one get connected with good web designers for a start-up company? entrepreneur how earn by blogging blog

I am a lawyer with an idea for a legal services website that informs people of what options they might have to immigrate to the United States. It seems like a relatively simple idea, but it doesn't really currently exist anywhere on the web in the form I am imagining.

The company would involve me combining my expertise in immigration law with a web designer who can bring it to life online. How should I go about trying to connect with someone who could contribute on the tech side (whether online or in real life)?
