Any SaaS tools that help me target neighbors? entrepreneur how earn by blogging blog

I'm experimenting with some software to help me target my neighbors with postcards but I'm finding the software I'm using requires too much manual interaction.

Here's what I want to do.

1. I upload a list of all my active customers.
2. I upload a list of all the addresses where we performed work last week.
3. The system finds the 10 nearest neighbor for each of those addresses.
4. From that list of neighbors it removes any that may be active customers (from step 1).
5. It sends a postcard to those remaining customers.

Is there anything on the market that works on that level of automation?
