What is a good google page insights speed to shoot for? earn by blogging adsense income

I have a new website. As a new company, I am trying to make my dollar as far as possible. As such, I am trying to work on the search engine component of our website. I have heard that google doesn't reward you for a fast site. It penalizes you for a slow one. My site for mobile is 28/100. oN desktop it is 52/100. I am in the process of hiring someone to fix this. What target should I keep in mind for this sure so that I know that I am not being penalized by google (keeping cost in mind)
