Anyone use a paid referral system for their service business? entrepreneur how earn by blogging blog

For example, I am looking for clients for my agency and thought of paying people say, $100, to recommend me to a business owner they know, when they sign up.

It would work like this:

1. Jim views referral ad

2. Sends their biz owner friend to my site

3. Biz owner signs up as client and says Jim referred them

4. I contact Jim and he gets a $100 Visa GC in the mail for sending business, AFTER getting paid by the client

Do you guys think this could work or will people just not care?
