I work on a site for a directory of attorneys, adjusters, etc. and I noticed that the title and h1 tags for the detail pages of each individual listing were the exact same.
So I went ahead and put "Name + Attorney + Location + Our Brand" in the title tags for all these pages and additionally added their name/firm name as the h1 tag.
I am very new to SEO (I work on internal ASP.Net business application sites mostly) so I've been working through the list of on-site changes for SEO.
Two Questions:

Was Google most likely seeing each page as the same before since they had the same title/h1 tag even though the content on the page was specific to each attorney? To be honest, we don't have a lot of info it's mostly just contact information.

Most importantly, I know you can do a fetch and render and then request indexing from the Google Search Console. Is there anyway to let Google know all these new h1/title tags are out there now without obviously submitting each page?
I really appreciate any and all help. I have been reading about SEO for about two months now and am enjoying making all these changes!
