Recrawl to ensure Google sees negative backlinks are gone? earn by blogging adsense income

Hi, my client had a bunch of penalized/spammy sites redirected to their website, and I had all of them taken down. The sites no longer exist, but I still see them on Open Site Explorer, and the site isn't recovering. (It's been several weeks)

Is it possible that Google isn't yet aware that the bad links are gone, and if not, how can I speed up the process? Thanks
