Dishonorable SEO practices my competitors are using - thoughts? earn by blogging adsense income

Hey /r/seo (Mods I hope This is Ok - guess I will soon find out)

So I run a male entertainment (Topless Waiters/Cocktails/strippers for hens nights) company out of Melbourne, Australia (hello fellow aussies if you're out there)

Essentially since we entered this market we have been facing a lot of issues in the way of google SEO and PPC marketing campaigns.

The downlow is this; The biggest competitor in this market sphere has been using some pretty interesting practices in this place(google) which I actually consider to be a breach of webmaster guidelines but whatever.

Essentially this guy has his main page - which is whitehat SEO with good structure and a good landing page (Top Ranked in most keywords and top ranked in most PPC with highest CPC budget) - but the he also had 5-6 other domains (all with varying logos, domain name similarity to the original, and different WP themes).

Essentially these have very clickbaity SEO url's such as Toplesswaitersmelbourne . com or something like that - and they are all rank highly for the SEO in the selected area. However, they all link back to the main site in some way (sneaky redirects).

Essentially this guy has built a colossal sales funnel which is saturating the market to death and making it nearly impossible for others to pop into the market - He is competing with himself in PPC campaigns and driving CPC wayyyyy up ($7 - $8 a click for pos.1) and it's making it extremely difficult to us to compete with his massive marketing budget.

It's an interesting strategy - because a lot of consumers are thinking they are booking with a unique company but when they get to payment screens or booking confirmation emails they are realising they are actually booking with the parent company.

My question/Discussion base is this;
How would you combat this in this position? (I have reported him several times through google webspam but nothing has been done)

Do you approve of this marketing strategy? Have you ever used it?
Do you think I should fight fire with fire and launch dummy-domains of my own?

It seems a bit lack-luster of google to not look into this as it's giving their customers a bad search experience when it comes to this industry.
