Path to a Jr. SEO Job? earn by blogging adsense income

Hi guys, I'm currently a Web developer but since I can't get another job, I'm trying to bring my career in an SEO direction. I build web apps with JavaScript and I know SQL, so I figure I can leverage my technology experience to do SEO stuff.

I've changed up my resume quite a bit to reflect my new goal (my original degree was in English and I have some SEO jobs on there from 2012 -- absolutely ancient), but I'm not getting any bites except rejection letters.

Is there some course I can do to be "job-ready" for a modern SEO position? Would certs help? I got an Udemy course but it is not very comprehensive.
