Why do some ugly/low effort websites seem to have a high page scores on semrush? earn by blogging adsense income

I have been surprised to find that websites that look like they havent been touched since the 90s with very high page score and I cant seem to figure out why. For example, I saw this site http://ift.tt/2oguank has a page score of 28. It seems be low effort, with a ton of links, and not much content. Yet the page score is pretty high. I am always stumbling onto these low effort websites with high page scores. Can anyone explain why their score is so high? Is it purely because they have a lot of backlinks?
