How can I expand my business? earn by blogging adsense income

I sell pizza in California. My website is called "CaliforniaPizza.com". I rank for "California pizza" only. I now want to start selling pizza in Oregon, what are my options here?

1. Register "OregonPizzas.com" and start from scratch with a second website targeting Oregon? (This would be OK but take me a very long time to get to page 1.)

2. Create a section on my existing website dedicated to the Oregon area (I don't think I can make my "California pizza" website rank for the term "Oregon pizzas" at all. I think that would be really hard.)

Do I have a third option? I'm not making enough money to live servicing this area and I need to expand urgently. What can I do here?

(Obviously I'm not selling pizzas, this is just an example.)
